General and Police Observer meet Contesting Candidates of Chandigarh Parliamentary Constutuency

Chandigarh, 3rd May 2019: Smt. Monimala Phukan Borthakur, IAS, General Observer and JS Kushwah, IPS, Police Observer for Chandigarh Parliamentary Constituency held a meeting with the contesting candidates at UT Guest House in the presence of Election officials of Chandigarh Administration.

At the onset, Sh. Mandip Singh Brar, Deputy Commissioner cum Returning Officer gave an overview about the election preparedness in the Chandigarh Parliamentary Constituency. Further, the Nodal officers gave brief presentation on Security arrangements, Election Expenditure, Model Code of Conduct, District Media Certification and Monitoring Committee etc.

The Returning Officer highlighted that the preparations are in full swing for the elections in Chandigarh Constituency. Polling has been scheduled on 19th May and counting on 23rd May 2019. There are 597 polling booths and 191 polling stations in total. The Returning Officer also shared the status of preparations of ballot papers with the candidates. It was also brought out that a Strong room has been created at Chandigarh College of Engineering and Technology, Sector 26 wherein proper security arrangements are in place. The candidates were also informed about the EVM machine preparation and randomization. They were encouraged to witness the process in person. 

Smt. Nilambari Jagadale, SSP Chandigarh briefed the candidates about the security arrangements in the constituency. The officer has also shared that use of loudspeakers is restricted from 6:00 AM to 10:00 PM. Further it was to be ensured that inconvenience of any kind shall not be made to the public. The officer has also informed that patrolling parties have been made by the Police Department Chandigarh to scrutinize all the violations in the city.

The nodal officer for expenditure monitoring team highlighted the expenditure limit and shared the fixed rates of items. It was also mentioned that the inspection of the expenditure register will be done by the observers on 6th, 10th and 17th May 2019 at AEO office, first floor, UT Guest House.

Further, the nodal officer Model Code of Conduct shared that every political party/ candidate/ representative/ official has to adhere to the Mode Code of Conduct. He explained various aspects of Model Code of Conduct in detail to all the candidates including polling day, meetings, processions and general conduct.

The working of Media Certification and Monitoring Committee was shared in detail wherein the provision relating to the pre certification of advertisements of political nature on different media platforms were highlighted. The application forms of pre certification were also distributed to all candidates.

Smt. Monimala Phukan Borthakur, IAS, General Observer shared that any candidate can share the violations of any kind as the observer will be listening to the grievances on daily basis at the meeting hall of UT Guest House at 10:30 AM- 11:30 AM and on  9417859842.  JS Kushwah, IPS, Police Observer also shared that he can be contacted on 9779460024 while he will be taking police related grievances in meeting hall of UT Guest House on daily basis from 4:00 PM to 6:00 PM.
